I guess it is so you know that they are vigilantes or something like that. I think they are supposed to help you if you are ever exposed and they are in the area.

Hey can you help me out where you have to go in the Assassin's Bureau and the guy tells you to "learn" about the surroundings or something. I am not really sure what to do there.

Never mind I found out that you have to go to the view points. Thanks though. I just borrowed the ps3 from a friend and played this game. But now I don't have it so don't worry about it. :D
