They didn't notice because the prince saw her once and never saw her so done up and the mother had always seen her step daughter as a scully maid she didn't ever think her step daughter could be that pretty. remember the "Your common" bit.

I'm sure the step mother knew, but she didn't want to believe it. She was hoping it was a lie, but she knew it wasn't. That's why she tried so hard to keep the Prince from finding Cinderalla in their home. She screamed "no" when he put Cinderalla's foot in the glass slipper.
