(OBSERVATION ONLY) I think that the lazer suit was an adapted version of the cape and the fire flower, modifying the fire flower so the fireballs shot straight. I also noticed that regular mario (the smallest one) was wearing a suit like the fire flower.

The number you see is not the percent of the game you have completed, but rather the number of exits you have used from levels. There are a total of 96 exits, so you couldn't have 99.
