I would encourage anyone to run for public office. However, without a background it is very hard to run for US congress. I would recommend to start local, or if you have a decent resume and a strong machine go for state congress. Most incumbents in the US congress can raise hundreds of thousands of dollars in a few days. You have to build a strong network to have a chance. Good luck!
