The whole reason they created Dr. Horrible was to end the writers strike.... They created this incomprehensible Emmy category to reward them, thus telling the writers of CBS (who were on strike at the time) that they were not needed. Listen to Joss Weadon's speech... he says that rebellion basically won't be rewarded.

TV isn't dying, its actually more ahead of various other forms of media. They (the academy) recognized a new form of media, it was s smart move. But in actuality film is sadly dying out, given the economy and the big blockbusters are certainly going because independent features are easier to produce and there isn't $ for big movies. But if you read reports-TV isn't dying. More actors/actresses, writers, etc are looking more to TV because its more accessible.

In regards to Joss statement about rebellion and joy, you have to remember that this whole project came about during the writers strike - when they were not allowed to write for TV or movies. So, Joss wrote for the Internet, and got around it. It was, in essence an act of rebellion that was a lot of fun, hence joyful.
