There are the smaller fragmentation rounds that are not meant to direct all of its force foward, but the explosion from ANY RPG-7 explosive munitions would be enough to severely injure a person, if not kill the man at the proximity he was to the explosion itself. Reguardless of fragmentation, SNT would most definitely have injured the person at some level at that proximity to the blast. It is very common for SNR and the ballooning effect of blood vessels and other parts of the body to happen.
