As far as I can tell, there's not really a specific link between Ricky Ricardo, Cigars and tapioca, Colin was just saying the most ridiculous answer that could come to mind (it helps that tapioca is kind of a funny word).

As for if "TAPIOCA TAPIOCA" is from something or not, I haven't a clue. If it's an American inside joke, I'm not in on it.
