Actually the 3 strikes rule works very well it is not antiquated and once a bad depredating wolf is lethally controlled in time to stop the spread of the problem, the rest of the pack has a snowballs chance of going back to normal behavior. If the wolf is left long enough and allowed to influence the rest of the pack, the removal of all wolves in the pack usually follows. Not implementing SOP 13 in time has proven disastrous for an entire pack.
