I agree with Rudy here. Even if you can't totally control the borders you still work on the issue. And it is possible to get a "reasonable degree of assurances about who's coming in" to the country.

He would justify this as being pre-9/11, though more accurately it would be considered pre-presidential bid aspirations. Nice comb-over by the way, Rudy. People ask if we are ready for a woman or a black president, when they could just as easily ask if we are ready for a bald one. It's been over 50 years, and our presidents now having better hair than most TV newscasters (which is saying quite a lot).
