he should have shut down the engine. that would have helped to save the prop.and i do agree with iamnotpayinforthat, he should have put it down on the grass.
Not sure about FAA but the damage was minimal. Broke the prop and scraped the bottom. The pilot flew the plane same day after fixing the plane for couple of hours.
He could of brought it down just a little smoother/slower

by putting it down on the runway it can slide but if he put it on grass it may have caught on something and flipped causing more damage
