I wouldn't say it's uniquely his, but he has a very nice touch and relationship with his guitar. David Wilcox also comes to mind with a resonant, husky, yet tender voice supported by tasteful alternate-tuning guitar voicings. Enough tech-talk. RS's guitar work supports but doesn't overshadow his songs. His music is just incredibly rich, elegant, & moving.
You are right - Acoustic Finger-Style" is using the fingertips/nails versus a flatpick, although If were only listening, I would still call it finger-style. You'll might notice on some of his tunes he flatpicks, others he fingerpicks (Reunion Hill). I'm so used to using my thumb & 3 fingers that his flatpicking looks like a lot more work.
