That nightkin was a scripted event, from what I heard he will offer you a "wind-brahmin" and take all your caps if you agree, if you don't he'll attack you or something like that, origanaly it was he would offer you the item, if you agreed he would give you a shealthboy free of charge or attack you if you said no.
