This is an instructional video, likely associated with the Drowning Prevention Foundation. The toddler is demonstrating how very young children can learn to float on their backs and breathe while in water. It is by no means a failproof method to prevent drowning; there's no better prevention than keeping an eye on your kid, really. There's a better video example featuring a younger male infant too. But to teach them, you have to let them do it, you can't just rescue them; hence, the video.

You all clearly can't appreciate the fact that this is a video to learn from. The video should explain (i agree) that it's important for a parent to at least teach their children to float and if possible how to get out or yell for help. Especially if you are keeping a pool and a doggy door at your house. I have both (and keep both locked) and after seeing this video I am taking down the pool until my child learns not just to float but also how to get out. I think this video is a very good lesso
