CO's on duty did not notice 12 inmates missing. That's a freakin entire football team and a coach dissapeared into thin air!

If Rikers HDM CO's are anything like Illinois CO's, instead of the 30 minute checks you are paid to do, the Illinois CO's did it once every 4 hours unless a "white shirt" was in the cell house, then Every 30 minutes inmate counts were done. 4 hours without checking on them, is plenty of time to pull something off. The word you can't figure out is LAZY, which is what 90% of Guards are. Atleast in Illinois
