My guess is that this is an interview made for a TV show in Finland and somehow the camera stopped working while the audio tape didn't. So they just mixed it with this footage in lack of a better idea.

Oh yes it is. Meaning, they did a voice over of Millie's original accent, because it was strong for European audiences, and replaced it with a British accent to make her more appealing to the public. I don't expect her to have broken English, but obviously her singing voice is different from this interview. It's not her real voice. They use to do the same thing in the early James Bond movies.

She is not dead. She lives in the UK and had a couple of hits on the charts there, and she is from Jamaica. It's all on Wikipedia if you'd care to check it out.
