They were under the command of the Romans, but they were in fact conscripted armies from Syria, Egypt and local Arabs - in short they were the ancestors of Mohammedans. Italians did NOT go to the trouble of coming all the way from Rome to destroy the Temple! The Romans were much more efficient than that - they employed local arabs to destroy the Temple - thus it's destruction was at the hands of Arabs.

The muslim building was built there to try to make a big statement that Islam had 'superseded' Judaism.
