Yes, that's the idea with NDs. Just like with sunglasses you stop some of the light to enter the cameralense, so that you don't have to lower the cameras exposure to the point that it's almost all dark, and no light enters.
In this test i just wanted to see exactly how effective each filter was.^^

Thanks for the upload... Don't you have to increase the exposure though - to allow more light in and brighten up the footage?
