Not exactly. A good uke will keep his balance for as long as possible, but will not make tori's training difficult, and will not resist joint locks, which could otherwise result in serious injury.
Morihiro Saito trained under Morihei Ueshiba longer than any other student. At times, he was the ONLY deshi there. He was arguably the most important figure in aikido besides O-Sensei himself.

Its a non-combative form of defence that guides the attackers own force away.
The attacker is "throwing" himself while defender is Simply channelling the energy rather than a equal forced block.
think the bamboo sticks are just replacements for swords. demo purposes.

As the master holds his stick with both hands, it is not meant to be mimicking a sword practice.
But anyway, this is nicely done. Aikido is a very beautiful martial art.

And those staves are called jo.
