I think... its because some part of this movie is not canon, the only canon I see so far is when Heihachi throw kazuya on the cliff, and in this case anna shouldnt die because she volunteered to be a test subject to cold-sleep, allowing her to sleep in freeze and be awaken 18 years later she did with her sister nina(this explained why they didnt get aged in tekken 3 , this explains too why nina got memory lose due to the side effects which only nina gets)

actually the tekken story is all messed origanally kazuya died along with these characters jun baek michelle and a bunch of others or they got old and didnt fight anymore like anna or wang and they were replaced with jin julia hwoarang because they were all either their children or apprentice because tekken 3 takes place 20 years after 2 but namco realized it waz stupid to kill off their own characters so alot of them magically came back to life lolz so yea honestly tekken makes no sense lolz
