He decided to cancel the DC school voucher program that low income families were using to get their children out of the worst public schools in America. He caved partially when he got huge back lash from the parents with kids current in the program. He is now so generously allowing current students to stay in it, but no new students will be admitted. H1N1, has not proven particularly deadly as a virus, although the symptoms may kill a weak person. it is mild, and you should be more worried about other easily communicable diseases (HBV, TB, flu, close contact diseases) or the much more common killers such as cancer, heart disease, driving (accidents,) and violence.
as for swine flu, CDC is more concerned with the potential evolution into something genuinely dangerous. But that holds true for most viruses (hence investment in flu vaccine.)

I don't know the details, but from my experience with the people and state of China, a mix of bad but quick response, and attempt of the government to look (and do) well in the eyes of other countries (like the US government spraying LBAM killing/deterring agents on Californians.) turns out, pigs have nothing to do with it, unlike the real flu, for which pigs and pig farmers are a key part o the evolution cycle, and why the chinese thought killing pigs would help.

Regarding Swine Flu...
It isn't influinza, a disease from a unique family of related viruses. Rather it is something wholly different, so no flu vaccine would have worked. Flu refers to the flu like symptoms. It is not very dangerous, rather the symptoms are going to be more like a full on flu, from the uniqueness of the virus. That said, if you are healthy, and rest during the illness, you should be fine. Homeless, hungry, immunocompromised, and elderly should be looked after.

One positive thing that I can say Obama did for black people is that he got a lot more people (black people) involved in politics.
