If you don't do it exactly the way I did it in the video (deploy the parachute as fast as possible then immediately detach it) then he won't fall that slowly. Plus it's just blatantly obvious that it's something that isn't supposed to happen. It's a glitch.

theres a glitch to get it i found you can get it on the mission "for the man who has everything" you got to spawn a annilator as soon as luis is droped of (after hes done waving ) quickly spawn a annilator with cheat keep camra focused on him and then quickly fly backwards torward his chop and keep watching him and follow him soon his heli will drift forward and you must snip him over a highway exit ramp and he lands on the road and it takes a little bit of time for him to drift over the highway
