I don't claim to know Canadian law, but how could they positively determine if for instance a unlicensed driver is driving? The registered owner or holder of insurance may not be the driver of the vehicle. Will they then just pull the vehicle over on a whim of possibility? In the US charges in a traffic case are not valid if there was not valid reason for a stop.
