Shamrock was a pioneer for MMA, without him it might not be where it is today. Shamrock was the first person to win the UFC Superfight Championship, and he defended it multiple times. Also, he was the King of Pancrase, which at the time was one of the best wrestling/submission MMA organizations. He(and Royce Gracie), were the first two inductees into the UFC Hall of Fame.
Most of his losses came at the end of his career, he IS a legend.

Looks like he might not. The interviews he's given lately shows me he's not too interested in coming back. That's my own interpretation tho.
He's got a lot of movie work happening now and his own bar in Palm Springs. So he's making the money outside of the UFC.
I can't say much on his behalf because it might get him in trouble, but my view on the situation is he might not be coming back soon if at all.
