I would imagine that they have to surpass the speed of light - it's apparantly slightly easier for the comic book versions, but the animated version of the flash may not have been given as high a speed ratio as his comic book counterpart. I think the results of touching it are often the same in both comics and the series - namely, you either get out or die.
