Katrina was not McCain's fault. The subsequent mismanagement and pure ignorance to the disaster that had unfolded are partially his fault. Rachel made that case, referring to his vote against an investigation, and the idea that anything short of the full force of government's capability to care for these newly formed refugees would be 'overreacting'.

Now I have my own opinions on our foreign aid programs, but the point is, at those turns McCain simply wished to sweep New Orleans under a rug.
