Yes there are still clans in Scotland. In fact, in July, 2009 will be the biggest clan gathering in history in Edinburgh. I'm a member of Clan Gunn of North America. Our commander lives in Scotland.
He never tells us anything to do. Clan Gunn hasn't had a chief in many years, so a commander has been appointed. He can determine the names associated with Clan Gunn, but the Court of Lord Lyons in Edinburgh determines healdry and registers names and tartans.

@Luka78nl Well someone who hasn't thought things out completely. The stone is incredibly heavy, bound to hurt yourself in the process. You can't sell it because it would get you arrested for stealing. Moreover there is supposed to be a curse on it not to mention it is morally wrong to descrate a grave. It is terrible the guy died (if you saw the other part) but he showed no respect and got what he deserved.
