I used to live in SA. Its an ambulance doubling as a public transport vehicle (Combi) and its a reference to a controversy where it was discovered that some hospitals were using their ambulances as taxis cos the werent getting money from the government. So the commercial is trying to tell you that in these tough times you can still afford a decent KFC meal lol
