Japan is not the longest constitutional monarchy... It is the shortest, because it began after World War II. Before that, the Emperor was treated as a god and had authority even under no democratic circumstances. Japan has been a constitutional monarchy since 1890's, Japan had been already democratic, not perfect one though, ever since. we already had democracy based on political parties during 1910's-20's. Japan went to wrong way about 1930 to 1945. Japan has the 2nd oldest constitution in the world.

@simon12291 I am not sure if it is said "constitutional monarchy" but we Japan already have government(we say "Bakufu") and Royal family since very early of "AD" Royal family=Emperor had very very strong power for politic as much as many war happened between government and anti group to get power of Emperor.
