I wouldn't call it a bug, since the Mutalisks do exactly what you tell them to, they patrol between their location and the spot you clicked on, which in this case is exactly the same spot. Also it doesn't give any real advantage...
@ErrorAsh yes it gives advantage, you have never seen the muta micro in SC BW?, just with 11 mutas stacked the zergs players can beat his opponents, destroying turrets with just 1 attack(since all attack at the same time). but in SC2 you can select in a group much more units, so it could be imbalanced

They are vulnerable to splash damage, but only the Thor and the Archon have splash damage against air

btw a bug is a fault in the program coding :)
