I don't understand your idea. It is the president of south Korea who is pissing off north Korea right now, and Kim of north Korea shoot missiles to express their anger.
If the south Korean really care about the refugee of north Korea, why don't they directly open their border? Why don't they pick up the refugee by themselves?
The reason that you don't understand what I meant is because NK's human rights issue is a quite different subject. The reason why there are refugees from North Korea is because of lack of food and huge flood that occurred since the mid 1990s. But the N.Korean government hasn't done anything to get sorted out those problems but rather restrained the people from trading things in street markets and also from escaping.
In other words, there is literally no means for North Koreans for their survival. As a result, over 3 millions of N.Koreans starved to death for the past 10 years. N.Koreans flee because they want 1. Food, 2. Freedome and 3. they want to flee from the political oppression.
Therefore, N.Korean refugee issue is a totally different subject then what you brought up such as shooting missiles etc. And, if it is that easy to open up the border, we would have already opened up. The border is a pretty complicated issue, too. Anyways, I don't get lost off the issue.

The regular people in China have sympathy toward the north Korea refugee, who were able to found some job in the northeast China. The situation got worse in 2005 when some refugee started to openly rush into the S. Korea embassy in China. In my opinion, it was those refugee's fault to put China into a difficult situation. Things could be smoother if these people could just sneak into S. Korea.
If they could sneak into S. Korea, people will not pay much attention to them. That boarder between China and N. Korea will not be as tight as it is now.
The current refugee has received a lot attention toward themselves by openly attack the Chinese government. IMHO, these actions by the protesters are selfish movement which are used to bring attention, stipend, and self-righteousness to themselves.
