What I do, once I have the soldier's uniform... I just go to that huge field next to the building where the assassin guy is. Plant a c4 next to the window of the room where the assassin dude is, wait til the president and the assassin dude have a chat over the window... then KaBOOoM!

Excellent way to achieve SA. Using the sniper is a classic :D
Try to put the Silver Baller in one of the ladies briefcase in the beginning of the mission to see what happens, lol.
