Compressor surge can still happen when you run a BOV. Its when there isn't enough pressure to fully open the BOV. This usually means that the BOV actuator spring is too tight.

Second,the car in the video had BOV flutter, compressor surge is unstable airflow and more boost than the turbo can take at a certain RPM, causing the compressor blades the hit the walls compressor housing. Compressor surge can still happen with a closed BOV.
