There must be a lot of smart people in the Philippines dictating these phenomenon. Maybe directly, it means a few thousand bucks for an agency and its corrupt. But indirectly... who is allowing all of this? They're very smart for doing this.

The Philippine govt are the puppets of money. All they do is TAKE but DONT GIVE! They dont seem to realise that they cannot take their wealth with them in the afterlife. They were born with nothing and they will leave this earth with nothing.
What right does a government have to say what is and isn't educational? So often, people forget that creativity and inspiration comes in all forms and oftentimes from very unexpected places.
By violating an agreement that helps foster a fluid exchange of ideas, they are slowing that potential for creativity.
