The car in the video is registered with the DVLA, so yes you can. You are removing their implied assumption that they can do whatever they want with your property (your car).

I would. There is a letter that I have seen where a guy had a notice somewhat like mine but for £20,000. The car was towed and the solicitors offered him the cash after he went forward with it. I would just send the pcn back ncrts.
