My guess is that its not evolution or genetics, but rather than environment.
Our current monetary system rewards the ruthless selfish opportunistic cheater/liar more than the good honest hard worker. I think the point is being missed. The problem is not the use of brutality/force, the problem is that it's use does not benefit mankind. I think anyone with a psychopathic mind has the potential to be fixed. There is not enough research being done on the effects of n,n DMT and MDMA. I definitely had a psychopathic mind as a child and teen and I developed empathy, guilt and love after I started experimenting with psychedelics such as LSD and mushrooms. It wasn't until after my DMT and MDMA experiences did I feel a complete 360.

I don't consider Putin to be that bad of a leader, he doubled Russia's economy while in power, and certainly isn't an apologetic leftist. He was effective, and that's what matters to Russia.
Also, evolution does make species more advanced. The universal pattern of increasing complexity is implicit in human existence, complexity breeds more complexity. But I liken psychopaths to Jews, a group with a small number of intelligent people, but locked into a religious/narrowminded point of view.
