I have lived in Florida my whole life and can tell you that eating "hand-held" food with a fork and knife is NOT a Florida thing. It IS weird. About 15 yrs ago, a friend from England was visiting. We were at an Irish pub, and he got a burger and fries. Now I know those burgers are bigger than a Wendys burger, but still, when he started cutting it up with his fork and knife, the rest of us were like WTF? Pick it up and eat it! He did. ;-) Peer pressure does work. ;-p

Actually, there's this place thats not too far from my house. They serve 50s style burgers and shakes and they serve a burger thats so big, they give you a knife and fork to eat it. Thats the only real exception, the burger being way bigger than the bun. So the people you saw are indeed weird. You're gorgeous so you can think any way you like.
