It was the Shadow Proclamation that allowed a collaboration between the Time Lords and Daleks.

As we saw in the novels, comics and audio-plays Romana became more and more zealous to keep the Timelords out of a full-on war with the Daleks.

Stands to reason that she would hand them an old enemy in an attempt to 'sooth' relations which, ultimately, failed. As for the Daleks part... the master said it himself.

He was the only member of the timelords who understood war. Even the Doctor didn't... understand war as he and the daleks did. The Daleks would WANT such a time lord out of the way

I remember when the TV movie came out that little bit about the Daleks trial got so many people riled up, even though as shown here with a bit of imagination and effort its easy too ret-con.
