This is called a Hole Punch Cloud, it's a formation that happens when ice cystrals fall onto a cloud, and making that cloud fall in on itself, leaving a ring there.

About 3 years ago or so I saw a similar shape over downtown Detroit above the Renaissance Center . It was shaped like a Bulls-eye and remained in the sky for at least 1/2 an hour!! Still starting to suspect HAARP!!
