No, hes probably controlling the soldiers because of the mind connection in that game. Its the only solution. When he puts the gun to his head, it makes the soldiers braindead after a bit.

ocelot controls SOP , he can turn off the nano machines at any moment, nanomachines supress emotions in battle, when SOP is deactivated supressed emotions are released, joy, sorrow, fury, fear, all of em are released at the same time, causing soldiers to get headaches, cause their brains cant control so many emotions.

The soldiers have nanomachines, the Sons of the Patriots system running through their body, controlling them. Ocelot made the nanomachines go all haywire so they would be in too much pain to attack him.
