It only requires more fuel since the shuttle would have to slow it's speed by thrusting in reverse. More fuel means more weight.
Jumping twenty miles when in the atmosphere won't let you end up in Africa. And it's not deadly hot, it's deadly cold but in low pressure, heat doesn't transfer quickly so one could be exposed to the atmosphere longer than you'd expect. Without the pressure suit your body would puff up and swell.

Meteors are already going fast + if the earth is going towards them the relative speed is faster, Kittinger started from 0mph so wouldnt have time to accelerate to a fast enough speed to burn up. once you are at terminal velocity you would just slow as the air got thicker so by the ground you would be going at the same speed as someone that jumped from a plane, so no crater.

Balloon drifted back to Earth and the military was able to recover it (tracking device on the balloon).
Film / Video was housed in specially built shockproof canisters which withstood the impact upon returning to solid ground.
Video and film images were either on a timer or via remote control once Joseph Kittinger stepped off of the balloon's gondola.
