Nothing new about this. As a taxi driver back in the 80's I had to pay off the dispatcher to get the long taxi runs. It was like giving him a commission. Part of making a living.. It sucked, but it's an old system. This happens with huge military contracts too. Haven;t you ever wondered how Haliburtin got all of those contracts without even have to bid on a job?
