That is an interesting question to ask! But I think we ('normal' humans) would not be able to comprehend/appreciate the answer. Dr. Manhatten can also see events at the quantum scale, leading me to believe that he knows the EXACT process of cause and effect on an atomic level which caused/will cause him to say each word he says. A feeling of intense and crushing religious terror at the concept indicates only that you are still sane.
