For the "fashion design" way, I can't describe it to you. You have to have design background to do it. Try google it

For when you need to buy patterns, try to wait around. Once or twice a month Joanns and Hobby Lobby have $1 pattern sales for Simplicity and Mccalls patterns! You can also check vintage/thrift stores for patterns.
