The Biax is made in Germany. So I'd just mail to biax . de and ask for a dealer. But any serious tool dealer should have them. The price of a new one is NOT funny!

You blue a master (the camelback shown in the vid) and rubb the master against the work (see part #2). Where there are high spots on the work, the blue deposits on the work and .. voila!
There are basically 3 kinds of spots:
High, medium and low. A bit hard to describe in words (and takes some experience to distinguish them). In short:
where do you get the BIAX here in EU? And is there a good source for edge rules and test flats? Do you have any opinion on the Knuth surface plates?

Does the iron hang over the ends? Did you scrap any tapper on to the ways and were you able to tapper scrap it flat?

There are two techniques.

Medium: dark
