Outside the US many seats only RF to around 20 lbs. Cute baby looks chunky, so he could easily be over 20 lbs. The long harness pads tells me it's likely outside the US where chest clips are also often not used.
I don't believe they are in the US. The carseat looks European. Still he SHOULD be rear facing, but the lack of a chest clip leads me to believe they are outside the US.
