perhaps the passenger car was the 'Private Car' of a RR official; a division superintendent, etc.

It's been a long, long time since any cars like that were on GN psgr trains (if ever).

One of 2 possibilities, besides the one you mentioned, occurs to me:

1.) The railroad had an extra locomotive that they had to put to some use.

2.) The second locomotive is there simply to provide electrical power for the passenger car (for such things as lighting and air-conditioning).
