He isn't slower. He is only on its normal super sonic speed, but he appears to be slower because he's giant, what makes the stage and the distance he flies to appear smaller.

i got giant jigglypuff (spec brawl) then gave her a super mushroom, and THEN did the final smash...GOD DAMN she puts on a lot of pounds quick! Her mouth was about a cm away from being at the top of the screen!
