There is the possibility that this film takes place before the events of Godzilla Destroy all Monster which is set in the year 1999 and all the monsters are living there peacefully, Angurius is among those monsters and he looks fully recovered from his battle with MechaGodzilla, it's really up to the audience to decide for themselves whether it's set before or after.

1. There's two monsters against Godzilla.
