The reason the crowd were so angry is because they are under the un-educated and incorrect opinion that outside of the shopping centre we have no powers and also even though he was pinned down for his own safety they felt like we were going to injure the offender by doing so.

I am not sure under which statute dictates the use of force, but anyone can use reasonable force to detail or arrest someone under S24a PACE, as long as it is deemed reasonable, we don't know the circumstances leading up to the detention of that suspect in the video, but if he was attempting to escape, or acting aggressively towards the officers then they are well within their right to detain him on the floor.

A town in the USA just fired its entire police service (two cops) and replaced them with four armed security guards to do the same job. A security firm in Toronto, Canada has the authority to arrest, detain, and transport criminals to the nearest police station for processing.
OK, let's clarify this question. Security guards can arrest you on CLIENT PROPERTY. They are there to provide a safe and secure environment for shoppers/tenants/clients etc. They can also arrest and detail anyone who causes an affray, inaccordance with the rules & regulations of the property they are working on. You can call it a "citizens arrest" if you like, but not all members of the public are trained or authorized to carry batons & handcuffs and in some cases, guns. Security Guards are.

In the UK, they have put such a total ban on handguns, even their Olympic shooting team have to practice in France or Norway! we are hoping to change the rules in Alberta to allow more people to have the right to bear arms, such as security guards, private Investigators, off duty cops and those who work alone at night, etc. fuingers crossed.

I wear a vest at work, but that's about all and I work in a rather small shopping centre. Some other malls allow their guards to carry handcuffs, but no OC or batons. As the video was short and we have no idea what led up to the arrest of that woman, it would be premature to judge the actions of the security staff in the film.
