The first run is slow because they're bleeding the air out of the hydraulics. Otherwise is just slower than normal because a plane's hydraulic system is capable of much more flow than the test stand.
He is sow slow because the reverser doesn´t have enought hydraulic pressure to be faster. In the aircraft each engine or electrical hydraulic pumps will supply 3000 psi. It will be fast closing and opening.
Sometimes the hydraulic actuators are of different size to make them fit in the engine cowling. Also because ground test uses a less powerfull hydraulic pump than the engine driven pumps you may get this effect.
